New Costume Piece: Parka hood

Under the "hoods" section for head options. I think this would fill a gap in the current options, and be great for a variety of character types, from your Ice-users to pretty much anyone who doesn't want earmuffs but still wants a winter outfit. A nice fur-rimmed hood.
