It should work in both, but probably only reliably when you cast tar put and not after. It should work well in Howling Twilight. Honestly, it's probably not worth it in either unless you have a bunch of extra slots. The difference in overall damage performance for a dark miasma build with these two procs wouldn't add much to the overall damage potential.
