Here's Sable's "Final Form" build.  I rarely use Dwarf, but it's maxed out for viability if you need it.  The Ice Mistral's also give sweet +Recharge and Slow Resistance.

 

I could probably squeak more out him using a Changeling build, but the devs are on record as saying that that is an exploit they'll be looking at removing during the Kheldian rework.
