It loads in Ouroboros and through the crystal in a SG base just fine. Go do the tip that unlocks the contact. You can't bypass the SSA's requirements.

 

(Edit: The tip is called "A Window of Opportunity". It is given automatically to all red side characters starting at level 30.)

Well that's dumb. Other things that have to be unlocked don't just hang in the menu like this.

 

If something in particular has to be done to "unlock" it, it should say so like other things do.
