Rad/Dark build help

I've decided for my first tanker to be a Rad/Dark/Soul. Anyone able to help me get a sample/lvling build together so I have something to work off of. I know most powers I'm taking after looking over other posts. I just have a hard time figuring out at what lvl to select powers, and how to slot the armor powers (mostly play squishies) I would like to have a build able to exempt down if possible as well.
