Help me understand veteran badges now

Perhaps I missed it in the patch notes, but now that we earn veteran badges after level 50, does this mean they will not work as they did in live? That is, are they account wide once you earn them on one character?

 

I'm trying to figure out if it's currently worth pursuing them (as opposed to waiting until later) or if I should turn of XP gain for more influence so I can more quickly finance my build.

Correct. They are not tied to the account in any way; just to the character that earns it. They also are not tied to the rewards they used to give. Now it is just incarnate drops and marking ever 3 veteran levels (those above 50).
