Simultaneous Ion Core Final Judgement not doing damage

A friend and I both have Ion Core Final Judgement. Whenever we try to use it at the same time, or consecutively, Ion Core Final Judgement does no damage unless we wait 5 to 10 seconds in between firing off this T4 Incarnate Power. GM_Sparky delved into this for us. The graphic DOES fire off but no damage is dealt and it goes on cooldown so it IS being fired off, it just doesn't do anything.

This happened on live as well.  It would be nice if they could fix it since almost everyone takes ion.  It happens pretty often on incarnate teams.

I've also noticed this, and I assumed it was part of the chaining mechanism to prevent it from hitting the same target twice. In my case, we had selected different targets and mine didn't jump.
