Rise to the Challenge: Panacea and others not working

Both on Live and on Brainstorm if I slot the Panacea proc (attuned or non-attuned) in Tanker Rise to the Challenge, it never procs.

- Not if RttC is turned off

- Not if RttC is turned on

- Not if RttC is turned on with a non-gray enemy (or enemies) in active melee

If I then move it to an auto power its proc works

 

If I slot Regenerative Tissue +Regen in RttC, it fails to add its 25% bonus to my regeneration.  As above, no matter the status of RttC.  If I then move it to an auto power its bonus is added.

 

I haven't tested other special enhancements.

 

I don't think this is expected behavior, but I guess I don't know for sure.
