Does the unique in that enhancement set function if put on a damage aura from secondary?

Yes, I believe it will have a chance to proc every ten seconds, but I'm not positive on that number. Either way, putting it in a fast recharging power that does not have a lot of recharge enhancement will be more reliable.

I did read through that thread, and appreciated the info a lot! I tend towards scrappers who are a bit tanky, and tend towards the bigger kapows rather than death by a thousand papercuts, especially if the build can cycle them quickly without it.
