Probably not any time soon. The Devs spent literal YEARS trying to get them to work correctly without success. You're probably in for a long wait dude.

Not to mention a return to the "raiding rules" would kill a lot of the improvements that have been made to item placement and such absolutely dead... I don't think having raids back would be worth rolling back all of those changes.

No, they were completely broken in Issue 13 and then destroyed by the new base changes. My plan was to make bases available in the Arena instead (you would zone into the base of the character who started the event), but never got around to it.
