I made an ice/ice scrapper and the damage feels a little underwhelming. I do really like the ice defense set so does anyone have a suggestion about which offensive sets go well with ice?

highest damage Scrapper sets are 

Titan Weapons,

Then War Mace.  

 

Nice all arounder for both ST and AOE damage with End discount - Claws.

I was thinking of maybe trying fire as a damage set. Where does that fall on the dps spectrum?

Galaxy Brain did a comparison you can probably find it on this subform.

 

Fire performed much worse that you'd expect.
