Radiation Armor's Particle Shielding

I've got a rad/rad brute. Particle Shielding grants a recovery boost, but I recently slotted 2 Endurance Modifications into the power to increase the Recovery Rate boost. It notes that I have the Endurance Mods in it, says +69.9% to Endurance but the description doesn't show this boosting the Recovery rate, and there's no change in my rates according to my Combat Attributes.

It states that the recovery portion is unenhanceable. The bigger issue is that it even allows end mod sets in it (end reduction yes though to reduce the end cost to cast it)
