Combat Readines or Hasten ?

im street justice/ regen I want to fit in hasten but combat readiness is the only power I feel I could be okay without, is this a good idea or no? also big con if I do this I got no where to put rectified reticle +perception enhancement

you need both of those powers.  there are at least two other powers in your build you can cut.

I generally skip buildup type powers on all but stalkers

Definitely take both. I suggest skipping Confront.
