This is my attempt at creating a build.  I feel like I am low on S/L defense, but maybe I am fine, only level 16 at this point so I have a long way to go to find out.  Meanwhile, I would appreciate any comments on improving my build.  Thanks very much.

At a first glance it looks a tad squishy to me, defense is not hiagh and neither are resistances. I don't understand why investing in such an expensive set as Kinetic Combat if you are not going to softcap S/L def but then I wouldn't understand why to softcap S/L when the set favours exotic dmg def. Personally I would try to maximize exotic dmg def and S/L res, especially with a primary that offers little to none active dmg mitigation. This build could work with a primary such as Ice, Mace/Axe or DM but I think it makes a squishy scrapper and set choices are a bit off.

The previous post makes valid points, ditch the kinetic combat.

 

Add some recharge that's your key to staying alive, keeping your absorption powers up, and your heal up as often as possible.

 

Ditch Mental strike it's garbage.

 

If I were to just make a few minor changes to your build without changing powers, using more expensive sets, etc.  It might look something like this:

I'm a bit stymied because Pine's isn't properly reflecting Defensive Adaptation numbers, and neither does my i24 Mids have those numbers.  The in-game power *seems* to suggest Defensive Adaptation adds +3.38% unenhanceable defense to s/l/f/c/e/n, and +1.69% unenhanceable to psi from Environmental Modification, and, uh... well in lieu of typing out the whole mess, let's pretend it's 3% s/l, 2.5% f/c/e/n, and 2% p with one enemy in range from Evolving Armor (all unenhanceable).  It's not, but those are some nice, round, euclidean numbers.

 

So with those values, you're about 28% s/l, 30% f/c/e/n, and 20% psionic defense.  Those aren't terrible numbers but they could probably be better, especially with kind of mediocre resistanc... oh dear, Pines doesn't actually have the right resist numbers either, does it.

I have been fiddling a bit with a build for a Dark Melee/Bio. Tried to adapt it to Psi and came up with this. Probably not the best build but hopefully can give you some ideas. I have sacrificed perma hasten (12 seconds gap) for being softcapped to nrg/neg/fire/cold, resistance capped to S/L and decent Toxic resistance also. You can go the S/L softcapping instead by investing in unique and At specific IOs though I tried to keep it on the cheaper side:
