Logged in with a character who had completed Frostie's arc, the badge was at the top of the "Most Recent" list - but there was no message onscreen or in the appropriate chat tab. I had the same thing happen as well when I logged on to my character with similar experience. I only knew I had it because I have my badges window open at all times set to most recent.
