Vigilante Contact

I remember reading that there was an only vigilante contact and mission arc.  I can't seem to find where I read that.  Is it true, and if so, who is the contact?  Is that contact automatically awarded to all vigilantes or do you need to do something to find it?

She's between the levels of 25 to 29.  If you're in that level range, go to IP and type /thumbtack -1929 16 -2587

 

If you're above level 29, go to Ouroboros and look up her story arc under the level 25 to 29 range.

There's also The Major who is automatically unlocked at 30 for vigilantes.
