New Sentinel Class...how does it work?

I have enjoyed playing the new sentinel class.  It's a blaster primary with a scrapper secondary.

Playing fire/regen is a dream come true.

 

However I do not understand the mechanics of the orange charge bar and the message Offensive Opportunity.

Can anybody shed some light on the mechanics?
