Trick Arrow : EMP Arrow doesn't seem to Hold any more

This just got me killed. Looks like EMP Arrow no longer Holds things. Just creates the Cage. 

 

Here's me hitting a couple of -30 Miners in Sharkshead with it.

Checking both CoD and ingame there's no mention of a Hold in the effects any more.
