Those are synonyms.  🙂  For something to serve the same functional purpose or effect as something else is for them to be functionally or effectively the same.  Not literally the same, but providing the same function or effect.

Not exactly. They do have different purposes and using them interchangeably will cause more confusion.

Again, to functionally decrease damage, the subject is going to be the point of comparison... But it doesn't do what you're talking about (no part of Vigilance decreases damage). While effectively, the subject is either not distinct or the cumulative perspective is what is being described. It gives the perception of an outcome or effect so the point of comparison is going to be the situation of teamed vs solo and not vigilance itself.

But even then, you're not really having your damage decreased, just not increased... But it could be perceived that way if you solo more often than you team with your Defenders... Which is why I initially used the word "perceptually" since it's more accurate but not as effective of a term when you're trying to debate... Which is why I'd suggest you use effectively because it is harder to dispose your arguing point as false.

Except that functionally it's a damage drop.

I can see how this might seem so for anyone who didn't play before Issue 17.  Vigilance gained a damage buff for a solo Defender, or with one or two teammates.  So, from my perspective, the damage remains the same for teams of 4 or more and Defenders get a damage buff otherwise.

No, that's not what "functionally" means.  That's what "literally" means.  Functionally means that it could be substituted with the alternative, hidden behind the code of the game, and nobody would notice a difference.  It functions as though it's a damage debuff.  It's not a literal -Damage effect.  It's a FUNCTIONAL -Damage effect.

Defender damage does not functionally drop when on a team. It functionally does its normal damage. It functionally gets a damage buff when solo. I get what you are trying to say, but it doesn't work. You perceive the damage decreasing because it is no longer being increased. To say otherwise is like saying you are functionally suffering a damage decrease when you stop teaming with a player that has Assault active. You don't. You just stopped being able to enjoy the boost from that other player's power.

(Edit: To use your example. it is not a literal or functional -Damage effect. It simply no longer has a +Damage effect.)
