Bug with Heldenjaeger

Heldenjaeger will not let you sell to him. The store doesn't come up unless you're in a TF.  When you are in a TF and go to sell, it looks like you sold the item, however, it stays in your inventory and  just moves on to the next item.  I can't successfully sell anything to him.

I can't sell to any of the SSA contacts, blue- or redside.  I always assumed it was WAI -- possibly something to do with the TF mechanic used for the SSAs.
