Merit reward respec

Seems like this might be a good plan, especially since these were offered for cash previously.  This is especially important if the devs aren't giving out respecs any time changes to a build might occur.

They already are offered. You can buy respec recipes for 100 merits each.

You also get a free respec at levels 10, 20, 30, 40, and 50.

All you have to do is type /respec in the chat window.
