Solo Energy/Rad build

I know everyone hates energy but I figure if I'm playing him solo I can still get that dopamine from tossing people into the stratosphere and not annoying everyone else in the process. How would you build it?

There's a lot of factors to be considered here. You say you are soloing, but at what difficulty? What is your budget like?

 

For me, I would probably do something like the build below, but I don't necessarily factor in cost. I just build for what seems fun.
