Not always given the choice to choose sides

For some reason at the end of my character creation I am not usually given the chance to choose from the three starter locations, this option is normally prompted after the choice to start the tutorial. I have gotten the choice when I blindly click through character creation. Any advice would be greatly appreciated!

Hey, love!

Kheldians are forced to start Hero.

Soldiers of the Arachnos are forced to start Villain.

Also, don't select 'Going Rogue' under the 'Origin' tab.

Of course you can change from Hero/Villain freely in pocket D first thing after creation.

Kheldians are Peacebringers and Warshades.

Soldiers of the Arachnos are Arachnos Soldier and Arachnos Widow

The Hero/Villain or Praetorian options are actually the first choice you get when creating a character, if you choose City of Heroes Freedom, then you choose sides during the Galaxy City tutorial, if you choose not to run the tutorial it will then let you select Hero or Villain. If you choose Going Rogue you will begin in Praetoria.

Your actions and choices in the tutorial decide your path unless as @Hartanna said, you are a Kheldian,  which are always started as Heroes or Arachnos Soldier or Widow which begin as Villains.
