Ability to summon Vanity/Buff pets whilst flying

This would just be a massive quality of life change to the people who play flying characters (around 50%) as atm we have to detoggle our flying abilities to be able to summon certain pets compared to others (Can summon HVAS/ Workbench/ Lore etc whilst flying)

...even if the fix is only the same 'close to the ground' restriction that some other powers, like the Ouroboros Portal, have; that would at least allow us to keep flying active.
