How do you Transfer Char to a diff server?

Ok I have searched til blue in the face...

 

If Transfers are still disabled due to the db issue ignore and delete this..

 

If not, can someone tell me how to do this? I caught part of some instructions but after reading in early May, i saw it was messing up a database and crashing a server IIRC.

Character select screen has an icon at the top with arrows.
