Super Packs XP booster, unable to claim

I have some 25% and 50% 1 hour XP boosters (from the Super Packs) but whenever I try to claim one from email I get the error message " You cannot claim this power as you have an active XP Booster!"

 

I have no rested XP. I am level 50+12. 

 

Any ideas? Can it only be used by <50 characters?

The error is slightly misleading, you also can't claim an XP boost if you are level 50, both fails just show the same failed claim string.
