If you have the Vidiotmaps pack downloaded, it will show you all his (and Eochai's) spawn points. Just run around to each spot and hope he's there. If not, go back an hour or so later and try again. Also, look out for the "Unusual Activity in Croatoa" zone event announcement. That is usually Jack and Eo fighting up north.
