A new melee attack and costume piece

I would love to have a water melee attack for all melee archetypes.  Like water fists, face splash, chin tide, and etc.  I would also love to have winged arms as a costume piece.  Winged arms look so cool.

winged arms do exist in game but they are a unique piece tied to a hero. As far as water melee goes currently you can use ice which is a type of water, psi melee can be role played at water. Finally there is a Villian patron (Mako i think) who gives some water based powers. Leviathan mastery has a version of knockout blow.
