New Hero Corps Contact in Steel Canyon?

I happened to see a contact in Steel Canyon at coordinates [-4732, 0, 397] named Ashling Corlett (West side south of the center of the zone, across from a large building near some park benches and a large rock).

 

 

She says she'll only work with heroes of at least level 41.  My character was level 43.  I'm assuming this contact is not yet active in the game, but may be utilized at a later date?

Yeah, she's been there for some time. I was assuming there may be a hero only faction thing that wasn't ready for the last update, but her placement was decided so they just left her in place.
