Build request - Water/Ice

Hi everyone, I do not understand a lot of builds and when I try to create one I do not know where to start, well I wanted a build for water / ice for team play, I would be grateful if someone did one for me, even if it is high end build I will not be lost where to begin.  :) :) :)
