I have read over the forums and I have seen that I need to be clear with my wants for the build before you can give it to me so here they are: Thematic: I need tech or techlike powers and power pools. Fly: Fly or group fly and hover appreciated. Softcap: Softcapping defenses Bubbles!: Lots of bubbles! Thank you for your help! It is much appreciated!

There's a couple older builds posted a few pages back, if you type bubbles in the search box and and just search the mastermind archtype section there's pages of bots/bubs builds going waaaay back. Mine look something like this. My best advice is don't copy other players builds, just pick the powers you like then fiddle with the build til you get the numbers you want:
