Changing Alingnments

I am level 20 but the Gull on the truck still won't let me change my alignment.

 

I have 2 TIPS from "Valentine" and it won't let me investigate them because it says they don't talk to people from a different reality. 

 

So I can't complete them and I can't remove them from my TIPS to get more. 

 

What should I do from here?

You're Praetorian.  You're either Loyalist, or Resistance.  Look at your contacts list, see if you have Provost Marchand, or Steven Sheridan.  Do their mission.  It will let you choose to become either a hero or villain.

If Null won’t let you change your alignment to Hero/Vigilante/Villain/Rogue, it’s because you’re a Praetorian.  The only way to change between Resistance/Loyalist is to make a Moral choice at the end of one of the Praetorian arcs. 
 

If what you want to pick is Hero/etc, then you’ll have to wait until you’re level 20 and you do the mission where you go to Primal Earth and are forced to choose between Hero or Villain. At that point, you can visit Null the Gull and change your alignment as usual.
