Storm Cell and Defender ATO sets?

Are they worth putting in storm cell?  Do they proc often there?  Toon is an FF/Storm so could put them in the FF attacks as well as other attacks from storm.  Any thoughts or experiences with them?

Procs in Storm Cell does not work all that great, if at all.  Storm Cell basically does not affect your foes at all until you use your other powers, then it procs damage depending on how much damage you slot.  So, putting a proc in it would proc off another proc's chance... so it would rarely, if ever, go off.  You're better served placing them elsewhere.

I split Vigilant Assault into two groups of 3 pieces in order to double up on the recharge bonus. I put one of the groups of 3 (but not the proc) into Storm Cell. I put the full Defender's Bastion set into Chain Lightning.
