What do you need for Perma-Dom?

As title suggests, I think its 220%ish recharge? Am I wrong?

You need 122% recharge (remember you always have a base recharge of 100%). It's a good idea to aim a bit beyond that though to give the power time to activate before your bar drains.

 

Note that since Perma-Hasten requires about the same level of global recharge it's generally worth sticking that in your build since that gives you a bunch of extra global recharge.

To be clear, you need 122% global recharge, on average. Taking Hasten and using it on CD will make up for about 40% of your global recharge needs towards permadom. So it's worth it even if you're not pushing towards perma Hasten.
