Proc Gang War with no enemies nearby?

So I've spent the last several hours on the beta server dialing in a build for permanent Gang War, and I'm satisfied with my results.  Now for RP reasons, I'm trying to figure out if there's a way to proc Gang War without needing a nearby enemy targeted.  I'm assuming it's not possible, but I figured I'd check and see if anyone knows something that I don't.  Is there some kind of power or item that summons some sort of targetable entity on my position so that I can have Gang War up wherever I want?  I'm saddened that I can't simply cast it on myself.  Thanks for any help you can provide.
