Are Static parties considered RP?

I'm a fairly recent return and am still getting back into the ebb and flow of an MMO community.

 

I was thinking it might be cool to get into a static party.  

 

Do RPers do Statics?

My understanding is that a static team is one where the characters are created at the same time and played together regularly or exclusively. So they certainly could be!
