Stop the blocking of Oro exit with Team Transport vehicles

I don't really care HOW you do it. Make the power not work right there, or make it summon the vehicle a little ways away, or let the power work but the vehicle just doesn't appear, or whatever. Come up with some way to make it so you can't block the Oro exit with immobile summons.

This creates an icon that, when clicked near the front portal in Ouroboros, brings up the Ouroboros departure destination menu. It doesn't directly address the issue of people being jerks by parking TT vehicles, BP Ravagers, Longbow Cataphracts, or any other huge object on top of the portal, but it does let you activate it without having to fumble around the crush of bodies to get the little hand icon.
