Pyrotechnic controller losing power slot choices

My new controller was able to level normally until level 24. At level 24 I selected the option to train up, received a blank dialogue box, and no power. The next time I talked to the trainer, it offered me level 25. After relogging to see if that fixed the problem, I did a respec and was able to choose the right number of powers. 
 

The same thing has now occured at level 26 and 27. Blank dialogue box, power selection skipped, straight to 27.

Update: Was able to pick a new power at 28. Maybe related to the 24 and 26 pyrotechnic powers specifically?

Same, skipped my lvl 30 power. Same screen and glitter explosion power
