Skulls v Family tip?

Hi guys, am using my lvl 50  as a Vigilante trying to start new contact in KW Robert Kogan.

He will not talk to me till I have completed the above tip!

I have checked my SG super computer where I can see only lvl 40 and 50 sections of tips.

No listing of Skulls v Family to be seen. Have checked using a couple of other 50’s I have and no listing for them as well

So where/how do I get this particular tip as without it this new content arc is a dead end.

I am really only interested in getting the badge but this reliance of completion of old content is a bit frustrating.

It’s a new tip.  I hear it drops as an enemy drop like all other tips.  It’s not a tip in the alignment system, so it’s not on the mission computer.  If you do a radio mission it’ll probably drop by the end of it.
