Justified Ends badge (Kogans arc) not awarded on completion!

Hi just completed the arc via the flame and no badge?

Is this another of the new arcs that must have the choices of dialogue in the right order or what?

Ran it solo and got the end popup with merits et cetera but no badge (which is all I wanted).

I have no interest in all this jaw jaw npc chatter because I find it all tedious in the extreme so I feel like I have just wasted 3 hours game play.

Any clues or hints will be most gratefully received, thanks guys.

 

Edit - What makes it more annoying is all the pre arc requirements that the contact demands. Also having to run two radios just to get a new tip that only consists of yet more yakking! Then when that is done and he does talk to me it is only to say he has no interest in me and to go do the arc via the flame. He got a slap!
