After playing around with it more, I totally have to agree on this now. It's almost as mandatory as Meltdown in Rad Armor to me. 

 

Forgot to mention that it also does the Fear effect.  Of course if you use it strictly as a revive, then it gets a much more powerful fear effect (using Memento Mori AFTER death, not the 45 second window version).

I haven't used it as a revive yet, just as a massive heal so far.
