They will hover for awhile and then fade while still hovering in one spot. Just an aesthetic bug, nothing game-breaking and doesn't affect gameplay. There are quite a few attacks that will leave a floating power effect if the target goes down during the animation; it's been that way since early in Live. I can't say for certain, but I think it's a quirk of the game engine.

The one I see most often isn't actually a player power, but one of the ice blasts from the Ravager BP lore pet; having their target die while they're animating their attack can leave an ice spear floating in the air lazily spinning around its axis. 1
