A half-strength heal splash isn't a bad compromise, although the recharge would need to be doubled. Converting Elixir or Antidote into AoEs are likely non-starters. Most rez powers are single target, as are all the mezz protection powers (Clear Mind, Increase Density, Enforced Morale, Antidote, Clarity, Thaw). True on most counts. Increasing the heal to 6 seconds seems fair when it would be such a small AOE compared to standard AOE heals. The rez would be abused. Instead it could be full buffs on main target, none on the splash. With Howling Twilight in game, an AOE rez is within the realm of possibilities. As for Antidote, I was just spitballing. Like many it would be a skip power for me. Though it could be done like ID which main target gets mez+resists while the splash only gets the resists at half strength. <shrugs> Honestly it's just the heal that makes me sad.
