Add DFB-Style Late Joins to Posi 1

Personally, I wouldn't mind joining a Posi that has already started and it would help fill the team when someone rage quits because the Cold Dom uses the default shield FX instead of the minimal FX. Also requesting that the minimal FX ice shields be changed to default.

This isn't possible without changing Posi 1 to an instanced TF.

When @Snarky ragequits a team, count your blessings and just keep going.  No TF has to be full in order to complete.
