50s and 51s in my mission

I'm doing Heather Townshend's mission, "Investigate the Tsoo" on flashback, and have 2 levels of mobs in it, right where the main intersection is.

She is a level 50 contact. I'm not seeing any bug in your report.

General - Task Forces

• In all Task Force mission content, all enemies will respect the difficulty setting, no longer occasionally spawning +1's from room to room.

Heather's a regular mission contact NPC. Her arcs aren't a Task Force.

Heather Townsend is in Dark Astoria, which means Incarnate content.  The mobs will be tougher.

As an amplification, if you're running her arc through the Pillar of Ice and Fire (as opposed to doing her arc the first time with her as a regular contact), you're treated as if you're on a TF, because that's the way the Paragon Studios devs were able to make Ouro flashbacks work; you're not actually running a TF, so the patch notes relevant to actual TFs don't apply.
