Chilling Embrace on Doms isn't doing damage.

According to its description, the dominator version of Chilling Embrace is supposed to have a minor damage effect, but it isn't doing any damage on my Lvl 24 mind control/icy assault dominator. Checking the combat log it gives me messages that it's slowing them, but no damage is report. I've watch the damage log on dozens of mobs and not once has it caused damage.

According to City of Data, it definitely does damage.

But only if the mob isn't asleep. Are you attacking mobs that are sleeping by chance?

I just checked my Dom, it's doing damage for him.

Ah you're right, that was it, it won't trigger if a sleep is on them. I guess it sort of makes sense but not completely, you can attack them and damage them with other damaging powers when they are asleep so why not that one? I guess it's a fairly useless power on my mind control dom then since I've basically always got a sleep on the mobs. I sense a respec coming.

The reasoning is that a single hit wakes a sleeping target. It was coded to ignore sleep so you wouldn't instantly wake up everyone you just slept.
