Chat Bubble Color

It seems that my chat bubbles have been reset to black text on a white background.  All I use is the options menu for changing chat bubble color.  I have no marcos or binds or scripts.  No matter what I change the the options to, the color remains black text on a white background.

Once you've changed the chat bubble setting in the options menu, you need to click on the Apply button in the bottom left of the window to effect the update to the color changes.

I did that.  I did that from the beginning.  It does not work.

I have also tried changing the options.txt with the result of no change to ingame chat bubble color.
