I've noticed some people say they have 59% defense on their /shield scrappers.  I'm hoping they can weigh in. I am trying to figure out how to get to that point from where I am (I'm 49th, just planning for 50).

Right now my build is positional softcapped for regular content, with decent S/L resist (70%).  I just don't know how to get beyond that.  I could remove the purples, but I'd lose recharge. Is that worth it?

I personally don't think it's worth it unless you're trying to solo some high level Praetorian AV and mobs on +4x8 with bosses. And that's going to be slow no matter what because Electric definitely wasn't designed with bosses and AVs in mind with my experience. And for Incarnate TF as trials there are almost always teammates with tons of buffs, so they make up the difference.

So, I guess that's it. I'm asking one of these over-achievers to post a build, or help me improve mine.  I've managed to get my melee over 50%.  I'm still not seeing how people are managing.

This is my current Scrapper version. Cheap(er) build, no purples.
