Looking for some Rad/Rad build advice

Currently my planned build does not include Hasten - I was sort of hoping that Beta Decay would make up for it. Having not ever seriously played a tank or brute (and not having played at all for close to a decade), I'm not sure if that's a good idea or not. Additionally, there are several powers that I'm just not quite sure how to slot. Notably these include Gamma Boost, Radiation Therapy, Beta Decay, and Particle Shielding. Having read all of the other Rad/Rad threads on the forums, I do think my slotting for Ground Zero and Meltdown could also use some work.

 

While I'd like to be able to handle the occasional toxic AE farm for influence, my goal is actually to be able to explore a lot of the end-game content that I never got around to during live - task forces, storylines, etc.
