Dark Embrace No Fade or Pulse

I recently designed a new character with the Dark Armor power Dark Embrace.  In the costume generation, I set that power to "No fade or pulse."  However, the character still fades and pulses when I have the power active.  I checked another Dark Armor character which I made a few weeks ago, and the no fade or pulse option is working correctly on that character.

Please advise.

What archetypes? For both, the one that works and the one that does not.

On a brute, it does not work.

On a tank, it works.
